Solution

$(a+b)^*$ generates all strings over $\{a,b\}$.

Now, $(a^*+b)^*$ also generates all strings over $\{a,b\}$ because $a^*$ can generate any number of $a$'s and $b$ is also available.

So,

$L_1=L_2=\{a,b\}^*$
